It’s for those builds that have some kind of binding on the fretboard and the fret slots don’t go all the way to the edge of the fretboard, you have to nip off the fret tangs a bit at each end. This guy shows use of a Dremel and a modified grinding wheel. Watch from about the 4 minute mark.
