Another option is to bind the 'fretboard' - I would do what @tv101 suggests first (fill it) and keep binding in reserve if not happy with the outcome.
I never want to see it that tidy again!

ps. The truss rod is not used to set the action - it is for correcting the neck bow caused by string tension (I know you knew that 🙄 )
