Wrong info everyone thanks to @robin. You need a 24 inch bass drum not a 12 inch drum to make 12 inch radius blocks.

Need a long block for sanding it upside down. Short block for sanding regular. Oressure is the name of the game and tons of patience. I find light to mininal pressure works best.
